Transporters and Transfer Facilities
Used Oil Transporters are companies that pick up used oil from various sources and deliver it to re-refiners, processors, or burners. Transfer facilities include facility where used oil is held for longer than 24 hours, but not longer than 35 days. Examples of transfer facilities are storage tanks, loading docks and parking areas.

Used Oil Transporter and Transfer Facilities are required to:
- Obtain an EPA ID number and permit from the Division of Solid and Hazardous Waste.
- Label their containers "Used Oil," and store material safely.
- Record each acceptance, analysis, and delivery of used oil shipments and retain records for 3 years.
- Limit storage to 35 days at transfer facilities.

- Also be responsible for ensuring the shipment is in fact used oil.
- Test waste oil for hazardous characteristics.
- Demonstrate financial responsibility for any liability resulting from accidental spill or mishandling of used oil.
- Submit an annual report detailing activities during the calendar year.
- Submit a closure plan, including a spill containment plan and reclamation surety.
