Deseret Chemical Depot

6/18/08 -  The Deseret Chemical Depot (DCD) will hold a public information meeting at the Tooele Chemical Stockpile Outreach Office for a Class 2 Modification (08.01736) to its Tooele Chemical Agent Disposal Facility (TOCDF) Permit at 6:00 p.m.  TOCDF proposes to add a condition to their permit which would allow Chemical Agent Munitions and Secondary Waste to be in the Metal Parts Furnace (MPF) Primary Combustion Chamber (PCC) at the same time if a specific condition is met.  That condition being if one of the trays of differing waste in the PCC had previously been processed through the PCC and was returned to the PCC from the Discharge Airlock (DAL) because of a DAL Automatic Air Monitoring System (ACAMS) alarm.   Comment period: 6/6/08 – 7/21/08.  Contact: Deb Ng


Utah Test and Training Range (UTTR)

6/19/08 – The U.S. Air Force will hold a public information meeting at the Tooele County Courthouse for a Class 2 Modification (08.01667) for its permit for the Utah Test and Training Range (UTTR) at 6:00 p.m.  The modification proposes to update the Module IV table of solid waste management units (SWMUs) to reflect current DSHW recommendations, update the Emergency Coordinator List in Attachment 7, and includes several additional changes to update the consistency and accuracy of the permit.  Comment period: 5/20/08 – 7/18/08.  Contact: Connie Rauen


Clean Harbors Aragonite

5/29/08 – Clean Harbors Aragonite will hold a public information meeting at the Tooele County Courthouse at 7:00 p.m. for Class 2 Modification (08.01500) to its RCRA permit.  Aragonite is requesting to be allowed to construct and install a removable partition that would separate Tank T-404B into two separate tanks, T-404B-East and T-404B-West.  Comment period: 5/8/08 – 7/7/08.  Contact: Boyd Swenson

7/1/08 – Clean Harbors Aragonite will hold a public information meeting at the Tooele County Courthouse for a Class 2 Modification (08.01820) to its RCRA Part B permit at 7:00 p.m.  Aragonite requests to be allowed to construct and install a system to mix and feed flammable solids to Aragonite’s incinerator.  Comment period: 6/12/08 – 8/11/08.  Contact: Boyd Swenson

7/8/08 - Clean Harbors Aragonite will hold a public information meeting at the Tooele County Courthouse for a Class 3 Modification (08.02003) to its RCRA Part B permit at 7:00 p.m.  Aragonite requests to be allowed to construct and install a system to shred bulk flammable solids and whole containers of flammable wastes.  Comment period: 6/19/08 – 8/18/08.  Contact: Boyd Swenson


EnergySolutions

7/30/08 – EnergySolutions, LLC will hold a public information meeting at the Tooele County Courthouse for a Class 2 Modification (08.02070) to its RCRA Part B permit at 7:00 p.m.  EnergySolutions requests to incorporate MACRO Vaults directly into Attachment II-1-5, Macroencapsulation Plan of the State-issued Part B Permit and revise several MACRO Vault operational practices.  Comment period: 6/23/08 – 8/22/08.  Contact: Otis Willoughby

Clean Harbors Environmental Services, Inc.,

The Utah Solid and Hazardous Waste Control Board is proposing to enter into a Stipulation and Consent Order (number 0801003) with Clean Harbors Environmental Services, Inc., a used oil transporter operating in Utah at 11600 North Aptus Road, Aragonite, and headquartered in Norwell, Massachusetts.  The Stipulation and Consent Order will resolve the Notice of Violation (number 0711029), dated January 2, 2008, concerning violations by Clean Harbors of its used oil permit and the applicable used oil rules (R315-15).

A thirty-day (30-day) public comment period regarding the Stipulation and Consent Order will begin on June 23, 2008 and end on July 22, 2008.  Copies of the Stipulation and Consent Order will be available for public review throughout the comment period at the Division of Solid and Hazardous Waste during normal business hours at the following location:

Triad Transport

The Utah Division of Solid and Hazardous Waste (Division) has completed a review of a permit application filed on May 30, 2008, by Triad Transport, Inc, with supplemental information received through June 20, 2008.  Triad Transport, Inc. is headquartered in McAlester, Oklahoma, and has an office located at 721 West Center Street, North Salt Lake City, UT  84054.

Under this permit, Triad Transport would be allowed to transport used oil in Utah in vacuum trucks and sealed containers within box van trailers but would not be permitted to store used oil in excess of 24 hours.

A fifteen-day public comment period regarding Triad Transport’s draft used oil transporter permit will commence on Monday, June 30, 2008, and will end on Monday, July 14, 2008.  Triad Transport’s application material and associated draft used oil transporter permit are available for public review throughout the comment period, during normal business hours at the following location:

Proposed Rule Changes:
Milestones

The Deseret Chemical Depot (DCD) submitted to the Division of Solid and Hazardous Waste (DSHW) a Class 2 permit modification (08.01109) for its Tooele Chemical Demilitarization Facility’s (TOCDF) Permit on March 20, 2008.  TOCDF proposed revisions to remove the Metal Parts Furnace (MPF) Primary Combustion Chamber (PCC) temperature related Discharge Airlock (DAL) Low Temperature Monitoring (LTM) triggers when processing Mustard munitions and bulk containers.  The modification also requested to specify separate temperatures for VX and Mustard to which the DAL must be cooled before LTM can begin.  Following the 60-day public comment period and an information meeting held by TOCDF, parts of this modification were approved June 19, 2008.  For further information regarding this modification, contact Deborah Ng at (801) 538-6170.
