TOCDF
Tooele Chemical Agent Disposal Facility (TOCDF) has requested a Class 3 Modification (2012.00528) to permit and manage Igloo 1639 (TMA)-C Permitted Container Storage. Public information meeting will be held on March 21, 2012 at 5:30 p.m. in the Tooele Chemical Stockpile Outreach Office. A 60 day public comment period begins on February 28, 2012 and ends on April 30, 2012. Deseret Chemical Depot (TOCDF) - submitted to the Division of Solid and Hazardous Waste (DSHW) a Class 2 Modification (2011.02713) on December 19, 2011. TOCDF proposed to revise the RCRA Modules 5 and 6 and Attachment 2, to remove the requirement to perform the Metals Parts Furnace (MPF) Secondary Waste Function Tests and to revise the Waste Analysis Plan (WAP) to conform with the operational status of the TOCDF once the destruction of the Deseret Chemical Depot Stockpile is completed. No comments were received during the public information meeting held on January 18, 2012. The modification received approval on March 22, 2012. For more information call Tina Mercer at 801-536-0259.
EnergySolutions LLC
The Executive Secretary of the Utah Solid and Hazardous Waste Control Board is seeking public comment on a Class 3 modification to the EnergySolutions LLC., state-issued hazardous waste permit. This modification requests changes to facilitate construction and operation of a surface impoundment.
A 45-day public comment period will begin on April 24, 2012, when the public notice is
published in the Tooele County Transcript Bulletin, the Salt Lake Tribune, and the Deseret
Morning News and will end on June 8, 2012, at 5:00p.m. In addition, a public hearing will be
held to allow the public to make comments concerning this modification request. The hearing
will be held May 23,2012, from 7:00p.m. to 8:00p.m. at the Tooele County Courthouse. The
courthouse is located at 47 South Main St. Tooele, Utah.
A copy of the draft final changes to Module I, General Conditions; Attachment 11-1-6, Leachate, Evaporation, and Decontamination Waste Management Plan; Attachment 11-1-15 Management of Waste for Disposal at the LLRW Facility; Attachment 11-3, Site Inspection Plan; and Attachment 11-11, Facility Drawings is available for review during the comment period during normal business hours of 8:00a.m. to 5:00p.m., Monday through Friday at the Division of Solid and Hazardous Waste, 2nd Floor, Multi Agency State Office Building, 195 North 1950 West, Salt Lake City, Utah.

Clean Harbors Aragonite
Clean Harbors Aragonite, LLC (CHA) has requested a Class 2 Modification (2012.00334) the Modification if granted would allow (CHA) to continue to operate the direct burn system on the sludge pad, feeding waste direct the incinerator either through the sludge lance or direct burn lance. Until granted, CHA will continue to feed only that material that was proposed in the initial Temporary Authorization. The 60 day public comment period for this modification begins on February 18, 2012 with a public meeting scheduled for March 15, 2012. For more information call Boyd Swenson at (801) 536-0232.
Plain City Class IVb landfill
The Executive Secretary of the Utah Solid and Hazardous Waste Control Board is seeking public comment on a request by Plain City for renewal of its solid waste permit for its existing Class IVb landfill at 5100 West 2700 Plain City, Utah. Class IVb landfills are non-commercial landfills that receive only construction/demolition waste, yard waste and inert waste. The application for a Class IV permit renewal has been reviewed for compliance with the Solid Waste Management Rules and a draft permit has been prepared. The Executive Secretary is soliciting comments on the permit renewal application and the draft permit. The public comment period begins April 16, 2012 and will end May 15, 2012.

Site Management Plans at the former Geneva Steel Facility
The Division of Solid and Hazardous Waste has prepared four draft Site Management Plans
(SMP) for the SK Area (MS-13), Maintenance Area (SWMU 4.6), Highline Area (SWMU 4.13), and the 1500 North Area (SWMU 3.19 Sulfur Pile) at the former Geneva Steel Facility in Vineyard, Utah These SMPs address management of risks associated with the site due to residual low level contaminants left in place (soil and groundwater) after an environmental response activity conducted at the site.
The public comment period for the SMPs will begin on April 16, 2012 when the public notice is published in the Salt Lake Tribune, Deseret News, and Daily Herald. The comment period will end on May 17, 2012. Copies of the SMPs for all four areas and all related documents will be available for public review throughout the comment period during normal business hours of 8:00 a.m. to 5:00 p.m., Monday through Friday at the following location:

Carbon County Class IVb Landfill
Carbon County has completed the application requirements for renewal of the solid waste permit
for the Class IVb landfill at the existing site on Airport Road, east of Price, Utah. The Division of
Solid and Hazardous Waste has reviewed the permit renewal application and a draft permit has
been prepared. Class IVb landfills are noncommercial landfills that are permitted to receive all
non-hazardous construction and demolition waste, yard waste, dead animals, inert waste and
waste tires. The public comment period for the application and draft permit will commence on
May 15,2012 and end on June 14,2012.
A public hearing may be held if, within 15 days of publication of this notice, a request is made in
writing which meets the requirements of Utah Administrative Code R315-311-3.

Cedar City Bulloch Pit Landfill
Cedar City Corporation has completed the application requirements for renewal of the solid waste
permit for its Class IV landfill at the existing landfill site called the Bulloch Pit located at 1050
North Lund Highway in Cedar City. The permit renewal application has been reviewed by the
Division of Solid and Hazardous Waste and a draft permit has been prepared. Class IV landfills
are noncommercial landfills that are permitted to receive only construction/demolition waste, yard
waste, inert waste, after meeting certain requirements, dead animals, waste tires, and
petroleum contaminated soils. The public comment period on the draft permit begins May 74,
2012 and will end June 13, 2012.
A public hearing may be held if, within l5 days of publication of this notice, a request is made to
the Division Director in writing which meets the requirements of Utah Administrative Code
R3l5-311-3.

Proposed Rule Changes
Milestones
An emergency hazardous waste permit (#UT-002-2012) has been issued to University of Utah. The permit authorizes treatments by stabilization, prior to off-site shipment and disposal of 14 potentially unstable containers of hazardous waste. Permit was effective March 5, 2012 and expired March 7, 2012. Notice was published in the Deseret News and Salt Lake Tribune on April 9, 2012. For more information call Jon Parry at 801-536-0234.
